突尼斯迦太基大学孔子学院是我校在海外创办的第十所孔子学院，该孔院是突尼斯共和国第一所孔子学院，也是我校在非洲建立的第一所孔院。2018年5月14日，正在莫桑比克访问的全国人大常委会委员长栗战书出席非洲孔子学院联席会议开幕式。栗战书委员长在开幕式上亲自向校长刘宏及迦太基大学代表授予孔子学院铭牌。

Confucius Institute at the University of Carthage (CI/UCAR) in Tunisia is the 10th Confucius Institute established by Dalian University of Foreign Languages (DUFL). Moreover, it is the first Confucius Institute in the Republic of Tunisia, as well as the first Confucius Institute established by DUFL in Africa. Li Zhanshu, Chairman of the Standing Committee of the National People’s Congress, attended the opening ceremony of The Joint Conference of Confucius Institutes in Africa on May 14, 2018 during his visit to Mozambique. In the opening ceremony, Li Zhanshu delivered a plaque for the new Confucius Institute to Liu Hong, the Principal of DUFL, and a representative of UCAR.

迦太基大学孔子学院将开设多种汉语课程，努力将汉语教学扩展到突尼斯教育体系的大、中、小学各个阶段，扩展到突尼斯社会各阶层和突尼斯全境。同时组织各类文化活动，开展对方学术交流，以在汉语教学推广、中国文化传播、中外学术交流等诸方面起到桥梁和纽带作用。

CI/UCAR will establish diversified Chinese language courses and make an effort to expand the Chinese teaching to each stage in colleges, middle schools and elementary schools of the Tunisia educational system and to all orders of society of Tunisia. Meanwhile, it will organize various cultural activities, conduct academic exchanges and thus play a role as bridges in the popularization of Chinese teaching, the promotion of Chinese culture and academic exchanges between China and foreign countries.

2018年9月，迦太基大学孔子学院正式开展教学工作，首批学生来自突尼斯高等语言学院中文专业。2018年10月10日，迦太基大学校长、突尼斯高等教育和科学研究部国际交流合作司司长、突尼斯高等语言学院院长等一行四人访问我校，签署了两校关于建立孔子学院的执行协议和备忘录，召开了迦太基大学孔子学院第一届理事会，为孔子学院各项工作的顺利开展奠定了坚实的基础。

CI/UCAR has formally conducted the teaching activities since September 2018 and the first batch of students were those of Higher Institute of Languages, who major in Chinese. A party of 4 visitors, including the rector of University of Carthage, the director of Department of International Exchange and Cooperation of Ministry of Higher Education and Scientific Research & Development of Republic of Tunisia, and the rector of Higher Institute of Languages, visited DUFL on October 10, 2018 and signed an implementation agreement and memorandum of building a Confucius Institute. Moreover, the First Council of Confucius Institute at the University of Carthage was held so as to lay a firm foundation for the smooth development of Confucius Institute.
